First of all, put a spoiler or something. Secondly, that’s without a shadow of a doubt, not the Tsaritsa. It’s most likely Sandrone.

i saw a vid which had a very solid basis of saying that it is sandrone. it was basically something like there is an achievement that you get in fontaine from the narssisekuz questline which says something like a reflection on water and since sandrone is connected to the quest, it's most likely her

My personal theory is that her return will be as Mary Ann and she’ll have some different features, like pink hair. Could be headcanon but it kinda make sense that that’s what will happen.

>!some leaks are saying that she will be electro so my theory is that during fight with dottore she will get destroyed and 'rebuilt'.!<

Even if Tsiritsa does make a appearence, they are not going to release her as a Playable character this version, as the Archon is usually the biggest pull for the new number update (and important to the storyline, we usually get characters released after their story is mostly complete). releasing her in the patch that focusses on one of her former subjects makes zero sense.
They are keeping the sixth character invisible likely because it would be a spoiler, people think Sandrone will get damaged and likely get a upgrade which would be a spoiler, or if it's Dottore, it will be a spoiler that he doesn't die in the upcoming patch.

Bad news for people who think that's Tsaritsa, she's not releasing in 6.x.
