Just brain doing weird things. I've seen the picture before and been convinced it was white and gold and then looked at a different picture that had different color gradients and then when I look at the dress again it's blue and black and it's basically impossible to see white and gold. Don't think it has anything to do with colorblindness, probably just the brain picking and choosing which colors to emphasize at any given moment, sort of like how your brain can tune out sounds and stuff. If I had to guess it would be your brain over- or under-compensating for the lighting, since your brain is trained over time to interpret colors a certain way based on how bright or dark it is, so the light in the background can trick your brain into interpreting different colors.
