Honestly it's not a bad build at all, however at c0 she's pretty lackluster with Aqua. If you can, get Yelan c1, otherwise switch to another weapon or get more ER by sacrificing a bit of crit dmg and replacing your current sand with an ER% main stat one. For reference, she needs around 300% ER if you are using her as a solo hydro at c0.
Good news is that she should appear on the free con event so you'll get her eventually, bad news is that it might be in a year or two.

Works fine on mono hydro teams. On any other teams will need more ER or C1 at least.

Yelan having less than 200 ER with no c1 is quite unplayable.
