The only nerf I know about was removing the rapid hydro application from her ring. Apparently it wasn't a problem until Dendro came around, and the it was too much. That was before my time though, so idrk. What other nerfs did she get hit with?

Buffing characters isn't the goal. Enabling their new shilling mechanic was the goal.
While I certainly can't say that Mihoyo will *never* give more characters the Hex gimmick, they certainly have no incentive to.

If Mihoyo hadn't buffed some old characters with the Hex attribute, Durin would have been the only Hex character for the duration of 2 patches, with a huge chunk of his kit locked.
That obviously wouldn't fly, hence, the Mondstadt buffs.
Edit: And even if you think Mihoyo's going to add some new buffed characters to work with Varka specifically, the characters getting buffed would have to, you know, work with Varka. That rules out Noelle entirely - Anemo and Geo don't interact, and both Noelle and Varka want to be on field. That also largely rules out Barbara, although I guess it's possible Mihoyo could give her a buff to her off field performance.
