I have been trying to get this anemoculus for the last hour or so, and I dont have the anemograna capture device thingy. Is there any other way to get it?

There's a quest or puzzle that will create huge wind draft to get you there. But I think you need that item for it.

so let me tell you something from my own experience. as soon as you start exploring use the map. it will make it way easier since you get help from the comments and you can see everything. if you just do it randomly now and decide to 100% later then you won't know which things you have already done and which you haven't

This might not be the same oculus, but I remember marking it on the map, climbing to the top of Stormterror's tower, and gliding there.
