He's not plain in terms of layers, but he's missing patterns and accessories to look like a legit Genshin character.
I adore the Dracula vibe and I'm pretty sure you'll come up with smaller details. Please post the result whenever you finish it, he looks handsome

Considering this is just the overall outfit pieces level, you're already set. When you get to actual designs on the clothing, you should consider the patterns and such of characters from before. Zhongli and Neuvillette are just "dudes in suits." Very similar to this OC. But consider the actual designs and patterns on their outfits. That is what you need. Hell, even Capitano had some little intricacies to his outfit.
Good rule of thumb is "leave the pants plain, but maybe with an accessory or two" (which you have done). After that, add the symbols, designs, patterns, etc to the upper body clothing layers (including coat tails). I don't know what element you are going for, but for a vampire... lets assume the cloak is black. you can add some segments of grey (not highlights) that are bat-like, or even just make the cloak look like leathery bat wings. Zhongli's tuxedo has dragon scales all over it that are almost hidden, unless the light runs over it. there are other patterns too that are more obvious, as well.
Personally, I think every character in Genshin is "over-designed" but in the right kind of way. highly saturated colors, vivid motifs. accessories. small little bits and bobs. but the whole *world* of Genshin is that design philosophy, so it all meshes. Kind of like how Digimon look like overdesigned pokemon.
I love this character set up already. The rest is just the colors and patterns to take it to the next level. It is "plain" by Genshin standards, but it is fully realized already.
