Why would land of endless winter, ice and cryo have to do with snow...

To be fair Inazuma translates as Lightning, and Inazuma city - city of lightning. Narukami island - island of God of Thunder/Lightning, so pretty sure players that know Japanese hear thunder/lightning when it comes to Inazuma just as much as players that know russian hear Sneg/Snézhniy (snow/snowy) when it comes to Snezhnaya
To add:
Sumeru - Sumeru City
Inazuma - Inazuma City
Liyue - Liyue Harbor
Mondstadt - Mondstadt City
Fontaine - Court of Fontaine
In Natlan there's no Capital per se but the Stadium that united all tribes
It only makes sense that the Capital of Snezhnaya (snowy) is Snézhniy good (Snowy city) or Snezhnograd

From ancient times people on this territory has special relationship with winter and snow. It is time when life and work drastically changed from outdoors to indoors, and it has own reflection in mythos (дед мороз, морозко, крещение в проруби, etc)
So when you hear something about "russian stereotypes", it's always VODKA, MATRYOSHKA, BALALAYKA, SNOW, BEAR, BORSCH

It has nothing to do with stereotypes. Look at the names of capitals of other nations in the game

Who would say that the capital of a country in genshin would basically just be the name of the country

You forgot Hardbasstown, right next to Abidasville
