I mean, depends on the character. Also, I didn't knew you only meant the stats, not how it leveled up. Yeah, crit damage with crit rate is obviously the best in most cases, but you would want the rolls to go to crit rate as much as possible.

It's not about stats.
Lets start with the fact that it isn't really that great on Rozaria specifically. Rozaria isn't a particularly great dps, and mostly used as an cryo applier for your pyro dps, which makes her best build - favonius lance, support artifact set, like noblesse oblige, and the circlet should be with crit rate as main stat, and as much energy recharge as possible on sub stats.
If you are asking about the circlet for a cryo dps overall - it's not a bad one, but definitely not the best. Starting from the fact that it started with 3 stats, which makes it overall 1 substat lower than otherwise. And the best stat it could go into - crit rate. Also, 2 stats got into ER, but both of them were lowest roll. Also, that set is rather outdated, so nobody nowadays use it anymore, but it will go great as an off-piece, or 2piece/2piece temporary combination.
It looks great because it have no "useless" stats, which is rare - it will serve you well, but it's definitely not the best. Also, you didn't enhanced it all the way, another 2 substat might make it into "very good" or let it stay in the "somewhat above average"

Thank you for your reply, I was honestly going for a perma-freeze build with my Yelan, and an extra 40% crit rate plus melt damage boost for my arle.

I'm not sure that permafreeze even a possibility in a melt team. Choose whether your arle wants melt or vaporize, and it will free an entire character slot.
Anyway, the problem with that set is most of a times you face bosses that can't be frozen in the first place, so part of it forever inactive. As for the the "enemy has cryo applied" aura: if you are melting - then the character is pyro and cryo damage bonus is useless, and also only a melted hit receive bonus, everything else is just inactive. And if you just play freeze team - the problem is that you play freeze team, aka no additional damage that melt normally provides :)
Nowadays the only viable freeze team is considered skirk-escofier, since they have absurd innate bonuses that only active when played in a freeze team. All the others just living in pain. And even skirk have much better alternatives in artifact sets.
