The actual Elysia of Genshin is Alice, she directly quotes Elysia in CN and JP.
I also personally counted that she mentioned "romantic story" at least 3 times, but all 3 times they didn't translate the words as "romantic" in EN.

The Chinese word for romance is 浪漫/làngmàn
When Alice was talking to Paimon in A Mother's Last Wish:
**Alice:** Her answer was quite the opposite of what I'd expected. But oh, how touching it was!
**艾莉丝**:她给出的这个答案虽然与我的见解相悖,但是它非常***浪漫***!
Direct translation: Her answer was quite the opposite of what I'd expected, but it sounds very romantic!
When Alice was talking to Anya in The Solution of Fate:
**Alice:** Ah, what the writer you are, Anya. Your imagination never ceases to amaze.
**艾莉丝**:…安雅,你果然是我认识的作家里最有创造力,也最***浪漫***的那一个。
Direct translation: ...Anya, of all the writers I know, you are truly the most creative, and also the most romantic.
**Alice:** And, you do know how much I love a happy ending, hahahaha. You shall have my help, my dear.
**艾莉丝**:既然是这么***浪漫***的想法,就让我再出一份力吧。
Direct translation: Since it's such a romantic idea, I shall give you a hand.
There are many Elysia lines throughout the years which fueled the "Alisia" theories, but in Luna III they just straight up showed that she is Elysia of Genshin.

I don't either but I've read some about the drama. The drama's actually in two parts, the first of which (mostly) doesn't apply here: Cyrene was released in a state where she was pretty bad unless you obtained Eidolons (their versions of Constellations) for her - and this fact was masked by the marketers demoing her WITH those Eidolons instead of as the base unit. It was pretty shady.
The other part is probably what's being referred to here, in that Cyrene was being heavily pushed as the player's "wife", with seductive dialog in the marketing, animations of her in wedding attire, and her instantly becoming super attached to the player character, even though there were other characters who were probably more worthy of her affection.
tl;dr: Her characterization suffered due to efforts to encourage a parasocial attachment, and this heavy-handed "waifu" push may have been to hook players into investing in her - and then investing MORE to get the extra copies needed to make her actually useful as a combat unit.
