Am I correct to assume that is Dottore? It's like he is forcing her (and the hunt) to dance to his tune

I was really confused at first as to who that was soposed to be but after looking closely and paying attention to the choreography and the tune I am fairly certain that is Dottore interfering with her life and manipulating the hunt to attack her non stop as they start to act aggressively once he starts playing

Yes it's him. The scene shows how he manipulated things to try and harness her power for his behalf, and then the sequence with the Traveler showing how their presence changed Columbina's life and allowed her to take her life back into her own hands. The Frostmoon Scions that she chose to abandon also appear at the beginning of the "ballet".
