Ineffa was design to be lunar charge not qicken so no, ineffa is not good for tighnari.

Columbina main damage comes from lunar reaction and aside from just applying hydro to the enemy, columbina is not well suited to skirks gameplay.

Columbina technically works as the last slot in a Skirk team, but all she provides is the TtDS buff and a bit of personal damage. Absolutely not worth pulling for if this is the only team you plan to use her in. You need other Nod Krai five stars to make her worth it.

Ineffa works with Tighnari. I believe that his best performing teams already used to be Ineffa Quickbloom teams, and they've only gotten better with the inclusion of Columbina. Not that Tighnari is necessarily an optimal choice for the Bineffa core, but it works decently well.

Maybe you can consider zibai as you will get her whole ass team in one banner with 100k dps if all 3 4-stars are at C2.

Columbina works with Skirk but it´s not really worth wishing for her as other characters like Mona or Yelan provide similar dps

Columbino will work as ok-ish 4th slot for Skirk by providing Ttds and sort of good pure hydro dmg but it is definately not worth pulling her just for Skirk. She esxels in Lunar teams with at least one other NK 5star in the team.
