Outside of DPS characters, most supports are comfortable doing 1/9/9. Frankly a lot of the more modern DPS characters don't even use their NA talent level for damage due to imbuing elements.

I have 76 million currently and my mora reserves grow slowly over time, but most of my reserves were built up by grinding 300 ley lines a few years ago for the achievement and then doing key lines a few times at the start of each region for mob drops.

You can't use Mora to upgrade her, you need the new "Lunar Mora" that will only be able to be farmed in Nod-Krai when ascendant gleam is active, and when using characters that have the "Lunar Banking" passive (no 4* characters have this)
