Who do you think is the 10th harbinger?
As we know, there isn't really a 10th harbinger and many people came up with theories as to why the seat is vacant. I read somewhere that the fatui are not only ranked in strenght, but also importance/contribution to the fatui. Dilucs father being the harbinger is something I have seen often.
But if I have to put my own 2 cents, I think Crucabena was the 10th harbinger. While we haven't seen a lot of her, Arlecchino did kill her and Pierro knows of her powers so obviously she would have to rank higher as the 4th. Crucabena is capable in sword fighting and wields hydro, while also contributing to the fatui by raising child soldiers to the fatui and giving rejects as experiments for Dottore but thats all we know she did. I don't remember if it was ever mentioned if she had any other abilities.

I...don't know what Arlecchino joining before Tartaglia has any bearing on him becoming the 11th Harbinger though.
Anyway, my guess for the 10th Harbinger is that while I think it'd be kind of poetic for Crepus to have been it...it doesn't really make sense (particularly since the Delusion screwed him over so hard and as we've seen with Harbingers like Childe, they aren't really that affected by Delusion use). I'd sooner think maybe Diluc's *mother* had been the 10th and Crepus came into possession of the Delusion from her, come to think of it.
I doubt Hoyo will leave the question unanswered forever because there's otherwise really no reason they couldn't have just had "11 Harbingers" with Childe being the 11th and Pierro being the 1st instead of the "Director". They explicitly chose to leave that spot open and there's got to be a reason why even if the answer just is "whoever used to be 10th never got replaced" which...isn't really satisfying even if we've seen it happen with Signora and technically Scaramouche.
The 10th Harbinger is *Fischl.*
Reasons:
1. Fischl's real name is Amy, and her familiar is Oz. Both appear as names (approximately) in the Ars Goetia, just like god names. This could be a clue that Fischl is one of the primary 'god candidates' (i.e. Genshin) that could be part of a new established order.
2. Fischl's trailer is the only trailer that supposedly features no Harbinger but does feature the Harbinger theme in its soundtrack. An anomaly that still has no answer. Unless she actually *is* a Harbinger, but might not know it herself...
Yes, I'm aware this is not likely. But crazier things have happened. And that Harbinger theme really sticks out as odd.
I used to hold the theory that, thanks to the "Do Not Engage" policy and how Arlecchino and Sandrone deliberately reached out to soften relations, the Traveler would have a slot (potentially 10th) ready for them by the time they arrived in Snezhnaya. But with, to our knowledge, Rank 1, 3, 6, 8 & 10 all still being empty — as well as what may or may not happen during the AQ tomorrow — I think the Tsaritsa no longer needs the Harbingers to maintain power and hunt for Gnoses.
I think there was a Rank 10 at some point, but that they died/abdicated/left BEFORE Childe became a Harbringer. As I feel the person he would beef with the most is whoever is directly above him in the ranks and it is telling he never mentions them.
Personally, I think that if Crepus had been Lord 10th, Dottore would have thrown that in Diluc's face during their confrontation in the manga and/or he or Kaeya would have alluded to that by now.
And as much as I really like your Crucabena, I feel like tge Fatui's number ranks all being pushed around (to elevate Arlecchino to 4th) would have been mentioned a bigger deal if that were the case. Though, I imagine Pulcinella may have something to say about it, when we meet him, so it's not dead in the water.
Alternatively, Rank 4 may have been an unfilled rank, which raises even more questions.
He may be director of the Fatui, but among the Harbingers he only ranks 10th.
