Calling Dottore a "Joffrey" completely misses the mark because Joffrey was hated FOR being a whiny, incompetent coward, not just for his cruelty. You can't say they're the same because the Doctor is missing that angle.
Dottore actually fits the classic "Mad Scientist" trope, he’s written to be intelligent, capable, and usually the coolest person in the room. A lot of fans gravitate toward him because he brings style and competence to the screen, not because they endorse his actions. He’s much more akin to Orochimaru, who did horrific experiments but remained a fan favorite because he was fascinating to watch. A similar case is Negan, long before his change of heart, who was an absolute monster but had so much charisma that people loved him anyway.
