Gods in Genshin usually possess “ideals” or dominions such as Barbatos,God of Freedom or Rex Lapis,God of contracts. An ideal is different from their divine throne and Gnosis, which is what makes them archons
However, columbina doesn’t really possess a divine throne in celestia neither does she guard any gnoses so she shouldn’t really have an ideal into which she must force her divine dominion manifest, unlike other archons, though her appearance in a lot of archon group pics and position as the only god in a region sparks controversy

Columbina isn't really a god in that sense, the closest thing you could consider her is an Avatar of the Frost Moon.
