The OG Welkin Moon model was of the previous Frost Moon goddess. It's not far fetched that people would assume Welkin Moon was an epithet for the moon in the sky that we discovered is specifically the Frost Moon. We only learn the truth much much later when Columbina The Welkin Moon reveals it to us. Which is precisely why the Welkin's Blessing animation changed to Columbina.
