It is not rows or columns like instructed, it's DEPTH. The numbers indicate how many blocks are supposed to be DIRECTLY BEHIND the numbers, along the Z-axis.
Plus, rotating the puzzle will give you two axes of numbers to better figure stuff out with.
This tripped me up too for a little bit. While I will give Genshin the benefit of the doubt as there's not exactly a concise/in-character term to distinguish between the X-or-Z axis "rows", that's not to excuse the game's otherwise usually horrible instruction writing, made worse with Nicole's overly verbal flourishing.

Yea I eventually figured it out, but it'd be nice if we could at least get the instructions in the tutorial tab.
Had to look up a video just so I could re-read the dialogue to figure out what to do.
