Sandrone is 85% playable. Here’s the evidence.
From the latest archon quest, Pulonia can be controlled.
Last time another non playable character (columbina) could be controlled and move around in the quest, we got them in the next patch.
We’ve solved the mystery of the last character to be released on the silhouette poster of the next few Luna releases.
It’s Sandrone.

Some automaton or mechanical NPCs in certain world quests have those mechanics too, so maybe not…
Her body is but of a puppet version of Mary Ann's. The fact her robot body remained stabilizes her chances of coming back, but being playable is another story.
Either way, I do think it'd be a massive waste not to let Sandrone be playable, so with all their effort in mind, Sandrone might be.
They repeated multiple times that both Sandrone's and Pulonia's cores were safe and it's been established that robot bodies can be remade in whatever desired form so long as the cores, specifically the inner cores, are relatively intact.
It also would make no sense to tease players by letting them walk around in dead characters. The Wanderer kept saying she always had a backup plan as well. She's probably just going to get a new body at the Fontaine Research Institute and possibly "retire" from the Fatui through her death during active duty.
IMO, dead characters should remain dead, otherwise, it lessens their sacrifice. If they revive dead characters, nobody will care next time someone dies, because they will know that death is most likely "fake".
That said, Sandrone isn't human, she is a machine, so well, death is relative, specially if her core was salvaged.
