These are the characters I currently have. Would it be worth going for Ineffa, or should I get the C1 Colombina or her weapon instead? And what team would I be able to use her in?
Her weapon isn't much better than prototype amber (craftable weapon), her C2 is good, but not so much her C1. Ineffa is a really amazing character that works well with Columbina and many other characters.

Columbina's constellations are C2 or bust really, C1 doesn't bring much. And her weapon is nice but Prototype Amber is already really good. Neither is a priority.
Unless you plan to use her with Lauma or Zibai, you'll benefit more from Ineffa than from C1 or R1.
Edit: I also see you have no other Nod Krai characters so it's not even a debate. Ineffa. You could have her C2R1 and she'd be worse than C0+Ineffa with your characters. "What team for her", one that includes Ineffa, right now you have none.
