The mail doesn't give you the costume directly. It gives you an item called "Set Gift Box - Gallop". When you claim it from your mail, it goes to the same tab in your inventory as stuff like food recipes, Fragile Resin, Oculi, and such.
When you use the item, it prompts you to pick which of the two outfits you want - the one for the Manekin or the one for the Manekina. You only get the outfit for one of the two.
Check to see if the gift box is already in your inventory - you may have claimed it from your mail without realizing what it was. If you don't have the box, and don't have an e-mail with the box unclaimed, then I don't know; try contacting customer support.
