Venti ties with Hexenzirkel.
Mondstadt itself still has several mysteries not covered yet.
Hexenzirkel almost fought with Venti before, the reasons itself is unknown, but they decided to make peace instead.
Since then it's mostly mutual benefits for both parties to essentially assist each other.
Varka's personal favor highly likely due to Klee tho, Varka essentially acts like Klee's uncle, he and that probably counts as a favor to Alice, and by extension the Hexenzirkel.

IMO i don't think Hexenzirkel's help will he limited by the amount of saved favor or anything. They'll probably help each other in time of needs. If anything, the "favor" limit is probably just a way to tease Varka.
