We already have people below the shades that can peer into the future and see another person's "Fate".

The "current" fate of Teyvat was already written out. They don't step in because they know they don't need to during a situation, because they know how it is going to turn out.

"But what about the Traveler who is a Descender?" You may ask.

Even if a Descender is a "blind spot" in the fate, they can still see everyone elses.

The shades probably knew Dottore's fate was to be defeated at this point in time, so they didn't intervene. Now, if the "Blind Spot" had joined Dottore and had worked with him to change Dottore's fate in some way using their Descender status in conjuncture with Dottore's power to change his fate from defeated to victorious, then things may have changed.

...and then, despite the Traveler not being seen by Teyvat's Fate, everyone else's fate involved would shift and probably alert the Shades to that. If Dottore is victorious, the other's fates would have changed to defeat at that point.

What I'm getting at is that currently, the Shades haven't really intervened in anything because everything between A and Z of Teyvat's current "written" fate has been what they've expected and known already.

The recent Archon Quests just reinforced this belief in me with Columbina's entire ordeal as if she was fated to do all those things to reach that point.

Honestly, I think it's probably the real reason Dottore wanted the Traveler to work with him. It would have been the only way for him to have a chance to break out of his own fate and change it.
