What can I do to take my C6 Arlecchino to the next level??

That is indeed her best team but you also seem to be 35% short of CR cap

Maybe, rework her flower, it can have less defence and more cr+cd if it reworks great.

Swap the Crit Damage circlet for Crit Rate, 45% of the time her Crit Damage is 0. Unless you only care about seeing big numbers half the time, it's fine. C2 Citlali, XIlonen, Durin, or Furina for leaps in damage.

Should I also be focusing on EM? I only have 61 rn, and swapping to the cr piece would make it ~21

None of your artifacts except the sands are great, but your goblet is obviously the worst. Use an off piece with some crit substats. Additionally a crit rate circlet would improve the damage but on C6 it doesn't really matter if you crit or not I guess. Since you're vertically investing, the next thing to do investment-wise would be to get Citlali's constellations. Her C1 and C2 will make a difference for Arle's damage
