I do think that the Tsaritsa is able to control the weather, but in a different sense than Neuvillette, as in she is using her power to create cryo and make it snow, and Neuvillette's emotions fundamentally change the weather

It was an officially sanctioned duel with full consent from all parties though, so they can't hold it against the Traveler even if they actually wanted to. Everyone involved knew that defeat meant death.

Signora overestimated herself and underestimated the Traveler and paid the ultimate price for it.
