Could be plans within plans. No way she doesn't know how unhinged Dottore is.

Could go either way.
Dottore likely did many things that made him valuable to the Tsaritsa, which is why he was allowed to engage in his various excesses. It would be very odd for them to not know his ambitions of godhood, given what went down in Sumeru, so it should have been no surprise to learn that he was trying to create a god in Nod-Krai, this time (albeit in this case, transforming himself rather than Scaramouche).
I actually find it curious that the Tsaritsa authorized his execution, whether or not she was in on the plan. At no point did Dottore explicitly turn against the Tsaritsa. He wanted to make a new world - but does that require wiping the old world out?
Maybe just having that power ran the risk of upsetting the Tsaritsa's plans in some way.
