Villain becomes villain for a very specific reason > the reason cease to exist > villain not villain anymore > “This is so stupid why is he not a villain anymore, that’s so lame”
I mean a good person doesn't do genocide for ANY reason, so a villain going "ok i'm a good person now that i committed genocide!" genuinely doesn't make sense and it IS lame story telling for the sake of fanservice.
At best they're gonna stop trying to commit genocide, but they're still evil and deserve to face retribution in some way, so yes it is stupid when everyone in the story goes "oh he's not trying to commit genocide anymore, so we're cool" like no, that's not how this works.
You can replace genocide with any bad crime any of the villains have committed, I just used genocide as a placeholder.

"Goodness" and "evilness" isn't an inherent, unchanging property of a person. You can do good things and you can do terrible things. It's not like he killed ppl because he wanted to, nor did he claim to be a good person now and everything is a-okay. He did bad things, then he lose the reasons to do bad things and then he did some good things, that's all.

The willingness to commit evil acts is why he is a villain.
A good person would not have been willing to commit those acts.
