I'm pretty sure this is nonsense. I've spent a couple of hours looking through it, and this is what I found: there are about 10–15 lines of text, and each one has a different repeating word, code, or symbol. If the words are written in the Teyvat alphabet, I think one of the lines at the bottom says 'connection.' There are about 30–40 frames, and in each one, some symbols are identifiable, so for each word, you have to go back and forth to find the readable symbols and then piece them together.
It can be decoded, but that's assuming they've used the Teyvat alphabet.
