My Voidsea Outlook is at 93% exploration but nothing shows up on the LV3 treasure compass and I only have 2/3 irismoon seals. How do I get the last 7 percent?
If thats the case, then you havent unlocked a questgated map. Chests there arent shown. You can view all the quests needed in the Voidsea outlook.

I think I know where you need to go cause I had a similar problem. In the new regions, the south most island with a teleporter has a quest area that has the chests you need. Both the island and the quest area are labeled as being part of Wavechaser Plain but for some reason the chests inside are for Voidsea Outlook.

Which quest is it?

The quest was called Return to Sender. Before I did it I was sitting at around 87% for Voidsea Outlook and could not find anything with the level 2 compass on the surface, after I finished I had gone into the 90%s.

Have you finished it? If yes, did you get the last moon seal? I’m also missing one but I 100% everything and nothing is showing up on my compass.
