And here's the logic behind it.
01. So, in the latest AQ (Luna 4/6.3) there are many instances of human experiments going on in domes after Dottore takes the 2 marrows and makes an artificial one.
But notably there's one where there's a field of failed experiments, i.e, humans who were forcibly tried to merge with animals. But couldn't.

02. The AQ goes on, as the doctor tries to persuade the traveller, aka: the fourth descender to play along with them, while Dottore acts the part of a benevolent deity.
But truthfully, there's no way that the doctor would play the part of a deity, let alone a benelovent one, while the whole world and universe outside exist for his ruthless experimentation.

What I believe, is that the doctor was analysing the constituents of the descender.
And he gives away his motives, when he asks the traveller if they wanted a playground with shiny toys for them to play with (like how test subjects are treated)

03. The work of Rene De Petrichor and idea of narzissenkreuz ordo.
It is already speculated that the doctor found the work of Rene to make the segments of his life.
The one where he makes a clone of himself, saving each special version of him which thought differently and viewed the world in a different way like a save point in this world.
He squeezes out his essense to do so, and this is the work of Rene De Petrichor, who was a Fontanian who coined 'fortuna' from the kheanriahan 'world formula' to speculate the end of the world.

But in order to save the world, Rene accidentally theorized the creation of an artificial descender.
Where one soul merges with the hopes and dreams, and even consciousness of the masses to generate one will that can move a world (or otherwise a descender) to save fontaine from flooding and subsequently save tevyat from ending.
But Rene failed spectacularly. (Check out Narzissenkreuz questline for that)

But the important thing is, to achieve the status of artificial descender, Rene thought of a sword that was will of the world (which is the sword of narzissenkreuz) while he was the holder that also held the collective consciousness of the masses.
And so, his plan was to melt everyone into himself.

And by combining all of this, I present that the doctor is trying to be a descender.
Because what good is a deity bound to a world to a research like himself, when he can transcend the world and beyond to be a descender.

Which also leads me to believe, that this line of thinking will lead him to his worst nightmare.
Where the doctor who has always carefully seperated each and every one of his segments will be merged into the collective consciousness of the many into obscurity.

Temme how y'all feel about this.
Let me know if there's a fact that can change this.
I believe the glitch at the end when the title card for the 'True moon' comes up also says, "you didn't end me" in morse code, or something along the lines.
