I got one of these for Illuga, what did I miss?

I did all the Archon quests and then went to explore the region.

Upon meeting him in the very North by the Statue of the Seven, I got hit with the card and they all started acting like they knew each other.

They don't actually talk in the Archon quest, right? Am I crazy? Did I miss something along the way up?
