i got a second copy of columbina's signature so can i put it on neuvilette doe like a ineffa+columbina team? can he use the passives? or should i just refine it
I’m not sure about the passive. But regardless, it’s a good stat stick. Refining it would result in a marginal dps increase.

Don't ever refine limited 5-star weapons unless you're a whale.
This weapon doesn't look great overall on Neuvillete. A lot of the power budget is on an energy refund he doesn't need, as well as crit specifically for Lunar reactions. While it's fine as a stat stick, I think this is better served on a Nod-Krai character. Nefer and Lauma can both use use Lunar Crit DMG it provides.
If you have neither of those characters, slap it onto any future HP scaling DPS who works well with the passive. If your Neuvillette is on a 4-star, then sure this is probably an okay boost.

It's not the worst weapon for Neuvi honestly, he benefits from the HP and crit. The Lunar Sign passive will be wasted but that's always the case for non-signature weapons, half of the passive is made for one specific character.
The main downside is you miss out on energy, so keep that in mind, Neuvillette wants his burst often, his rotations are quick.
