It depends. There’s a lot of content, and good characters already had reruns leading to new characters release. I suggest play casually, since playing current meta is not recommended.

I'm a firm believer that "now" is always a good time to get into Genshin. The story is starting to cruise nicely, the list of characters is extensive and quality of life enhancements are everywhere compared to 1.0 way back when.
I'd recommend picking a playstyle that interests you ("Collect Them All", lore deep dive, achievement hunt, casual playthrough, meta team, etc) and get started!
Of course, you can also just wing it- just know that if you're just "winging it" Genshin will throw some tasty distractions in your way to get you to pick a playstyle.
