Fractured Halo - Who is it good for?

I have Ineffa with Fractured Halo already. I got a second one trying to get Columbina’s weapon. Who can make good use of this?

It's basically a slightly worse Homa so should be good on most polearm units. \*cough\* Xiangling \*cough\*

I ended up putting it on Zhongli for now, but may put it on someone else ultimately. It’s got nice crit damage for sure.

I literally have no one to put that weapon with, my zhongli is comfortable with Jade spear, Cyno have his signature, Arlecchino have Homa🫩
