Comumbina's weapon is for her personal damage, it doesn't contribute much to the rest of the team.
Ineffa's weapon is more interesting because it buffs everyone iirc. And Ineffa herself if you don't have her obviously.

I have ineffa and her weapon,well i planed for bina weapon but instead i got ineffa's at 6 and again i pulled 57 pulls but didn't get any so i wonder is her weapon worth it as a flins main

If you are at 1/1 fate point and 57 pulls in honestly keep pulling for her weapon, you're guaranteed to get her in the next 10 to 20 pulls, you'll have time to get those primogems before the banner ends. It would be a waste of a fate point otherwise.
For a flins team it's still an okay buff, it makes Columbina deal more damage so the total team dps will improve. If you really wanted to buff flins directly and his own damage, Columbina's C2 would be the target, but that's a lot of pulls.
Having Ineffa's and her weapon and Columbina already puts you in a good position though honestly. At this point the only way to improve more is going to be getting everyone's R1 then vertical investment.

No, Columbina's weapon is only useful if you play her as DPS. If you play her as support, Prototype or Favonius are sufficient.

If you lost the 50/50 for her weapon the question is if you are ok with losing the guarantee as it does not switch over to the next banner. You are guaranteed to get an on banner 5 Star weapon on the next banner, but it could still be for the wrong character. I.e. if you want to pull Zibai’s weapon you could still lose to Neuvilette’s weapon, but not to the Standard Banner weapon, if I am not wrong.
Columbina’s Weapon is for her mostly if you play her as a DPS. It can also be used as a support weapon, but if you do not need her personal damage to increase than Prototype Amber and Favonius are her go to options. Her weapon is still her BiS though.
If you have the spare billets to craft Prototype Amber I would craft it. It is in general a good option for HP scalers like Kokomi, Neuvilette, etc..
