Should I go for the weapon banner?
I got Ineffa in her first banner, and I just got Columbina. I was wondering if it’s worth to pull on the weapon banner, and if their weapons will increase their performance. I am using homa on ineffa and surf’s up on bina. I own most of the Nod krai cast too (Flins and Nefer). Is it a good thing to pull? And can other lunar characters benefit from their weapons?

Columbina's weapon is good for her personal damage but only benefits her. So it's not a priority.
Talking only in terms of 5-stars it's not a bad banner since both weapons are good. The problem is the 4 stars. No favonius, no sacrificial weapons, it's all garbage. So in that regards it's meh, you're only benefitting from the 5 stars ones.
