The way he defines "family" versus how he treats them... This dialogue explains everything regarding his character.
Just looking at these lines from the new interaction... it’s baffling.
He claims he saw her as a "younger sister" and implies they were a "family," yet in the same breath admits to using her for experiments. And the worst part? He genuinely acts confused about why she grew to dislike him.
"What's a little discomfort among family?" — This mindset is exactly why he is incapable of redemption. Unlike Scaramouche, who understood pain and eventually grew from it, Dottore views others purely as resources. He simulates the concept of "care" but lacks the fundamental empathy to understand that you don't torture the people you love.
It’s tragic, really. He wanted a family, but his own nature makes it impossible for him to keep one.

He even recognizes that he was a shitty big brother in the boss scene
Your not fit to be her family-Traveler
That I can not deny-Dottore
They are taking the Sunday route with him from hsr
Whereas he had plenty of requests to make of her.
I don't think Columbina resents the experiments themselves, they seem like simple Kuvaahki limit testing instead of torture; but what Dottore wants is exactly the transactional relationships she wants to avoid
We view family as a relationship that is characterised by mutual love. Dottore views familial relationships (and all relationships) as purely transactional.
Hence he believes that the best way to treat Columbina as a sister is to use her in such a way.
It’s such amazing writing.
Dottore's answer to the Trolley problem would be to Tokyo drift across both tracks and he wouldn't understand why everyone was screaming.
