Unless op corrects me I assume chopped just means the kits are janky or a little clunky and requires some more effort.
Think mualani, kinich and chasca.
Or wrio, lyney and Emilie.
These characters obviously are strong but have certain issues others like mavuika, skirk, neuvi and arle lack.

"Chopped" usually means just "Not good" in the current day.
It comes from ballroom (Nightlife, not ballroom dancing) culture where they'd say something is a "Chop" if their look or performance was not up to the standard they were expecting.
