Noelle not showing up in the new photography event?

So Noelle is not showing up in her location for the event. I figured that there is probably some quests I need to finish but I did the Witch's Homework initial quest (I only have Razor, Sucrose, Fischl and Mona) but havent done the character individual quests, the only other one I can think of is Durin's story quest maybe? But I need to finish up the two archon quests I havent done yet. There are no other quests located in Favonius HQ so my question is;

Do I really have do the entirity of those quests or is there another reason? Does anyone know how a way to resolve this?

Get the reward from lisa, also you can see which pending quest noelle is in if you teleport there.

The quest (for me) was called "Unexpected Commission: Epilogue".

On the event page click: "Event Details", then on the magnifying glass (next to Noelle's silhouette), then: "Go to Take Photos". On the right it should say what quest you have to complete first.
