Is Heretic Dottore the strongest non primordial being in genshin?
Lore wise it's pretty clear that primordial beings like the one, the second who came, are the strongest. Then Surtalogi because he's ascended tevyat. Then you can debate on who's the strongest because till now we haven't had that much lore development. Is Heretic Dottore really the most powerful? I mean it took the sacrifice of three moon goddesses, columbinas insanely high IQ, sandrones sacrifice, practically the whole nod krai cast to defeat him, and even then he's not defeated (as hinted by the glitch at the end of the archon quest). He can manipulate time, space, people, and is just all around really powerful.

We literally do not know the full extent of the powers of ANY of the big players in Teyvat and they kinda never throw hands with each other either so..
In the story it was said that the other nations/gods would have some countermeasures against him so they wouldn't be in immediate danger but also Varka and Nicole discussed how if they fail it could be the end of Teyvat so it's a bit unclear lol.
And even with real moon power, Columbina couldn't fully lift the curse from the traveler
And Alice didn't even show up while all of the witches (so supposedly a fucking shade of live as well) were dealing with the shit he caused at the borders rather than fighting him.
Only Moon Goddess Columbina with all of her sisters’ powers plus her own was enough to put a stop to Dottore.
An ant, no matter how hard they trained or how experienced they are, is no match for an elephant.
It's all a show.
Nicole had to provide her assistance to bring the moon in, but that doesn't mean she could fight dottore directly.
The Archons are absolutely far below him.
Alice and the other witches were dealing with the borders which were still a priority they couldn't just ignore them.
and the shades are primordial beings.
So unless something else comes out of nowhere then yes, Dottore is the strongest non-primordial being we've encountered thus far, as it took Trilunar Bina to fight him.
And it was one hell of a character development on her part.
Fully proving to everyone that. No matter how hard she tries to be a bitch, she fails miserably at being one.
But.
The Knave:
She said that, should she ever fail in a mission, she'd like me to deliver her core and Pulonia's to the Fontaine Research Institute.
Given the creator and the smartass Sandrone is, atleast I will find it very out of character of her not to have a backup plan in case of her current body being destroyed, but her Core stays intact. Same with Pulonia. She's also a Harbinger, so she very well might have agents stationed at the Institute to handle a situation like this if it ever should come to pass.
And Arlecchino keeping all her personal belongings at The House of the Hearth, not sending it to Fatui HQ in Snezhnaya.
Might be just me high af on copium since i didn't really care much for Sandrone, but she really grew on me during the main story. Her return, hell even our Captain's return feels atleast more natural than Dottore still being alive.
I get that he has segments etc, and the whole burning tree thingy, but this felt like "the finale" of him being a main villain.
Same with Rerir. Just wouldn't make that big of an impact anymore if they take the center stage as main villains again.
Which makes my take on the distorted ending a sign that someones sleeping pills have stopped working, or that some outside forces have discovered Teyvat due to The False Sky being weakened by us stealing the moon. Hell, it might even be Asmoday returning.
