What is the best character in game that I can level up my play through since I have heard the resources are scarce. Electric characters seem kinda cool to me

That’s a tricky question and the answer is going to vary with each person who answers, as well as different playstyles for each character. There’s no one correct answer there, unfortunately.
I’m a Noelle and Aloy main (long story), but there are many instances where
I have to swap in different characters.
Best advice is to experiment, the early levels are best for that.

No idea when her banner comes around next, tbh. And I think she’s been powercrept, but don’t quote me on that. As others have said here, don’t worry too much about getting that one specific 5 star character.
Although Heizou is a *beast* when it comes to Anemo reactions XD.

Lantern right is about to happen so make sure you can claim the rewards as there is 20 wishes for free and secondly if you were to grind the game then the new character Columbina this patch plus zibai in the second half is a very good combo but don’t burn yourself out :)

You can beat the story mode with any characters you like, don't worry about getting the best characters in game.
Also, remember to claim your free 5 star.

Being f2p means, to get characters, you need primogems and to get primogems is to explore a lot of the map, doing a lot of world quests, doing difficult modes.
This may be hard and overwhelming at first since you're just starting, and you don't have a lot of characters yet.
My advice would be to take your absolute sweet time playing and exploring the world. Don't rush the quests.
For characters, as an f2p. Don't be a meta slave. Get characters that you want/like. Every anniversary you also get 1 free 5-star character and every year during Chinese New Year you also get free 4-star characters and a free skin.
Also, it is advisable to NOT farm artifact domains until AR 45, because that's when you have access to high quality artifacts. SAVE your Fragile Resins, so that you can use it to build your characters and farm artifacts in the future.
Additionally, you'll want to start using the Genshin Interactive Map when exploring. So that you can track the things you get while exploring.
