Hoyo has never explicitly stated that and, as far asI know, never revisited the Dvalin thing. It’s possible they had an idea to tie the two more closely but after Genshin got plenty of its own popularity, they didn’t bother.

miHoYo has stated as such:
"Overseer Otto observed other worlds via the Imaginary Tree. One of his observations is Dvalin, the wind dragon from Teyvat."
Seems fairly cut and dry. This was just a few months before Genshin's release.
Áfter Genshin's release, Cai Haoyu, producer of Genshin Impact, did a big behind-the-scenes video about Genshin's creation, and there he talked about that Genshin was made 'to create the Honkai Universe'.
Chances are we'll never go very deep into these connections, since even HSR plays it very safe with its HI3 ties, but they're there nonetheless.

No.
HI3's story spans more than 50,000 years. Allegedly. Realistically it takes place over two points in time.
The first important point in HI3's story is when the near future Earth drills a space hole into the Honkai universe in a search for new energy sources. That causes psychic Honkai matter to come flooding into Earth leading to an apocalypse.
The second important time period is when the game's story actually takes place. Allegedly this is 50,000 years later but absolutely nothing in game supports that claim because HI3's setting is still our near future.
That 50,000 year figure is bs number inflation by writers who don't have a good grasp of reality or logic. HSR has this problem too.
Genshin's story has exactly two important time periods. The present and 500 years ago when Khaenraeyah's Abyss experiments and attempt to invade the other nations became too much of a threat to the safety of Teyvat.
Bad writers who probably trace their roots back to trying to tie all the disparate Zelda games together are trying to tie all the Mihoyo games together but this does not work. They should leave them all as their own thing because they all have a different metaphysical basis with different world building and stories. This is trying to force a round peg into a square hole. All you do is ruin the story.
