Chevreuse and Ineffa fulfill different niches, so they can't work together. Chevreuse focuses strictly on Overload (Electro+Pyro) while Ineffa focuses on Lunar-Charge (Lunar+Hydro+Electro).
I'd get Xiangling from the Spiral Abyss and do Xiangling/Beidou/Fischl/Chevreuse. If you want an Ineffa team though, Ifa/Ineffa/Aino/Barbara (you'll get her for free at AR18).

I understand Xiangling, but on the topic of Barbara, is there something I am missing as I cannot find the quest it says to do for her.

pls ignore the other person, you can use ineffa with chevy.
of the people you have, probably want to do something like chevy, ineffa, fischl, pyro trav.
