Like it or not, but on a NPC power scale, Godwin is easily top 10% of non-vision bearers. Surviving in the wilderness for years now, dealing with monsters that the common Teyvat person has to file daily commissions for.

This is actually a good thing. It’s like when people ask for more weapon types without understanding that makes it HARDER to build characters, not easier. It would be better if Mondstat character buffs were tied to a single faction and not several. It would be very easy for them to hand wave a character for the Hex buffs, it can literally be “They babysat Klee so Alice gave her a buff.”
As for other region buffs… we litterally just got the Hex buffs last patch. I think it’s fair to have a little patience before we’re going “that’s all the buffs they plan to do.”

There's no excuse whatsoever for her not to be Knighted. Mondstadt is jam packed with absolute embarrassments that do have the title. You have everyone from obese and regretting joining the order Bruce who sits on his ass all day, to Aramis who can't even climb a set of stairs, to a lying weakling Guy who needs help getting a slime trophy, to deserter and coward Godwin who abandoned both his party and his disabled girl because he's too big of a wuss to face the consequences. And as the cherry on top, domestic terrorist and a literal child Klee.
All of them being accepted and tolerated while Noelle isn't and is delegated to cleaning up shit in the barracks is the looney tunes level writing, it's impressible to take it seriously. Each of them takes a slot of someone who could actually protect Mondstadt, directly endangering its citizens by the lack of adequate protection where one is expected and presumed. Jean should be removed from her position for such gross mismanagement.

Noelle wasn't knighted yet not because she lacks skills, like you pointed out she's way more capable than all those people you mentioned and Jean definitely knows it, but the reason she hasn't been knighted yet It's because Jean knows that if she would become a Knight she would get herself killed. She's too selfless to the point she doesn't take care of herself and Jean wants Noelle to overcome that flaw of her before making her a Knight.

The thing about Noelle is that it's for her own good. If she was to be kighted, everyone is afraid she'd literally work herself to death. She already magically appears whenever someone calls for her, if she was a knight, nothing would stop from doing everything and anything. She's super strong but she's just a mortal.
Edit: I think the official Favonius Guidebook even had a passage calling Noelle for help being forbidden, unless it's a real emergency.
