And collei seems to at the very least be battle intelligent enough to do decently in combat, given that she patrols alone

Most Natlanese characters are battle smart considering their situation with the Abyss (the war was only recently resolved with the help of Traveler), especially Citlali whose been around for a very long time.

She's the Masters of the Nightwind tribe's boogeyman. She's beaten up prominent members as a rite of passage. Everyone is afraid of her, even those from the other tribes. You can see it in the NPC dialogue

Do we have any evidence that they’re scared of her because she actually beat someone up, and not that they’re afraid that she’ll curse them? Isn’t Ororon the only one we actually know for a fact she beat up?

the story of how Collei got her vision is that she was protecting a lost kid in the jungle during a storm. When Tighnari found them, they were hidden either inside a cave or a tree trunk, corpses of wild animals littering the area
also, that adorable trainee forest ranger has been receving tutelage from Tighnari and madam Faruzan; being well versed in Sumeru's flora and fauna, to the point of holding seminars, lectures and presentations in the Akademiya. And NOT because she's inherently "smart" or "gifted". By her own admission, she's a slow learner, so she works hard and put in the extra effort. She's reached this point because of her own determination and dilligence

He wasn't selected but he's probably around Sandrone's place. He knows he is smart and he uses this strength to battle efficiently. He has great battle sense as evidenced by Cyno's confrontation with him during the Sumeru archon quest.

This is more on a potential rating rather than their current status. She said it herself that she is confident in passing the wilderness (something she is extremely familiar with) examination as long as there is no written test. She's under Tighnari's tutelage for a considerable amount of time already so while she's capable, definitely not that book smart.
And it's not zero. The middle part where the two lines cross is where the average ones are.
