Is the new area limited? Is it tied to the main story or a specific world quest? Trying to decide if I can go explore it freely or if I should wait for a specific quest.
It's a part of the newest Archon Quest. It is permanent.

It's permanent and unlocked from the start, so you can explore at your own pace.
However, if you don't do 80% ~~during this patch~~ by the end of next patch, you lose on the extra rewards.

About 80% (I guess?) can be explored freely, the rest is locked behind world quest.

If you go straight there you can explore at your leisure but the main zone questline (not AQ) force starts as you cross the first long bridge.
You can trigger it then teleport immediately back to the first waypoint, then when you go across the bridge again, jump onto the structure on the right hand side to avoid being pulled into what is going on next to the carriage. Not done the quest myself, just went there to farm for Columbina ahead of the AQ.
You also get the occasional paimon telling you about something that results in a new quest being added to your collection but other than that you can explore as you like.
