How does the permanent banner work????

I was talking to one of my friends just now and they said they got the amos bow in the permanent wish???? I thought this was impossible until they showed me their wish history. I wish this was a joke. Can anyone explain how can this happen???

It's permanent banner weapon

>You can get Amos' Bow by pulling on the **Wanderlust Invocation** Standard Wish Banner and the **Epitome Invocation** Weapon Wish Banner at a **normal rate**!

>The weapon Amos' Bow **cannot be obtained** from the Character Event Wish Banner.
