I really found it hilarious that Dottore kept on giving Traveler second chances, trying to get them on his side despite their literally stabbing him in the back prior.

1) Tried to convince us he's the good guy at first. Then said that villains make progress.
2) Tore us down only to dangle the "promise" of finding our Sibling
3) When that didn't work, tried to offer us the chance to do crime with no repercussions
4) Tried to give us another chance to surrender, in exhange to releasing our friends
5) Gave us yet another chance to surrender.
He really wanted to experiment on us/ corrupt us

For Columbina, he offers family and a "home" in exchange for being able to use her for his experiments.
For the traveler, he offered first to use his powers to bring the Abyss Twin to them in an instant, bypassing the need to explore Teyvat. He then switches to appealing to the Traveler's sense of heroism. Lastly, he dangles the benefit of being able to commit any crime without consequences.

Pretty much as he knows that would either endear him to Bina and would make further "requests" from him easier or create a favour/debt system. So basically a manipulation tactic that she has been the recipient of for most of her life. So Bina refused.
