People are talking about what they will claim in the future, it's not there yet.
The main Lantern Rite (and the Liyue 4-star selector) event doesn't start until Jan 30. Wait until then and it'll show up like any other event.

A quick google search would have helped you and told you that this year's Lantern rite hasn't started yet and even the in game notifications would have told you that Lantern Rite isn't until much later.

Latern Rite is the in game version of Chinese New Years and runs in conjunction with the real holiday.
This year gets a bit funky since the actual real holiday starts basically the day before 6.3 ends, but since they're running the event in 6.3 anyways (instead of delaying it to 6.4), it's definitely still going to run during the second half, not now.
