Getting a specific C6 4* requires something like 250 pulls on average, which is way more than a C0 5*. They should not be considered 0 cost.
Obviously if you've played for a while then you tend to accumulate 4\*s, but if you're pulling for a specific team then 5\*s are cheaper.

It’s not dependent on pull luck. It’s just straight up more expensive and a bigger investment than a regular 5 star team. Either through time or money. Imagine if a new player started today and wanted to build that team it should cost them more than a premium 5 star team.

Still most of the time at most 2 of the 4 stars are useful. Even considering all 3 useful. You basically spend 83.3 pulls per C6. Given 2 good 4-stars per banner the average is 125 pulls per C6. If I remember correctly you need only about 90-ish pulls per 5-star or even less.
Overall, 5-stars seems more obtainable unless you have crazy banner combinations.

I've been telling people for years that Rosaria is the best character for people just starting up genshin. She essentially excel at the from the start of the game and never really fell off even after the player reach ar60. a lot of meta 4\* struggles in one way or another at the start especially ER and cooldown related. however Rosaria have almost none of the issue, good physical dmg, low E cd, low burst er requirement, good er regeneration, huge aoe burst. she's just the perfect starter character.
