They definitely care about each other but it took some time for the two to actually ditch the god and worshipper dynamic to become real friends. Columbina disliked being worshipped but to Lauma she was still Kuutar. Even though Lauma was already sympathizing with Columbina's situation, Columbina was still wary of her because of this.
So like you said, the traveler kinda beat her to do it first.
We also need to remember that Columbina, until very recently, absolutely sucked at understanding human relatinships. She thought Lauma only liked her because she expected her to grant blessings and answer to her prayers. She didn't even realize Sandrone and Arlecchino saw her as real friends instead of just another Harbinger colleague.

Well, that's inconsistent because of the localization, because in Chinese and Japanese she only says "traveller" at no point does she say "everyone" and that's something they've done on other occasions, like when Colombina is trying the sweets at the festival in the previous version, the "translation" says "Will the others like them?" But what she really says in that part is, "Will the traveller like them?" (According to my basic understanding of Japanese)

It's no wonder why she cares about them so much, even calling them family at the end. The Traveler reciprocates that feeling too, by the way. Think back to Dottore's line: "What you want is not friends - it is family. But do they know this?"
I don't see why it's an issue that they share such a close bond. In fact, I see it as a breath of fresh air that Hoyo can write a relationship with the Traveler in the game that is so different from all the other ones they've written in the past which are virtually one-sided.

He gets family zoned like everyone else. There was no romance plot and their alone time is focused on talking about the abyss twin. She doesn't even leave us with a moon marrow at the end.
Calling her a Traveler simp is just butchering her character for your own head cannons when MC got friend zoned pretty hard.
But i guess some people really dislike the traveler lol (or just want to support yuri relationships). The game would never go into romantic route for the traveler or anybody else (because its a gacha game), but this is the closest thing we got for the traveler yet.
The whole travel backwards in time and her helping them in the past also wouldn't have worked if she was still the apathetic person we saw her at first, because lets face it, neither of her Fatui friends managed to make her open up to them.
In the end, the vague advances (sometimes not vague at all) HoYo make characters do on the traveler is just a marketing ploy to sell the characters on the people who get invested on it. It shouldn't be that deep tbh.

The issue was that Columbina was so stuck on paying the price she had to pay in the future, that she simply refused to enjoy life in meantime.
